The nucleus of the United Provinces’ Police Intelligence System was a "Special Branch". This was created in 1888 and put under the control of a Superintendant of Police, with the designation of Assistant Inspector General, communicating directly with the Government as a bureau for the collection of purely political intelligence. In 1906 the need for a similar organisation to collect and analyse criminal intelligence was felt. This led to the creation of the Crime Branch, the Fingerprint Bureau and the Criminal Tribes Branch under the control of another Superintendant of Police. Later the News Paper Branch was added to this unit.

Till 1918 the Criminal Investigation Department was under the control of a Deputy Inspector General of Police who was also in charge of the Railway Police administration. In 1918, however, the DIG of CID was relieved of his Railway Police duties. In 1958, C.I.D. was bifurcated into Intelligence Department and Investigation Department and the latter was named as Criminal Investigation Department.The following units were placed under the C.I.D.

  • Investigation Branch (Crime Branch)
  • State Crime Investigation Bureau

Prior to 1962 in UP the corruption complaints against gazetted Officers were enquired to by Superintendent of Police CID. In 1962, however, Inspectors of Police were also authorized to investigate the corruption charges against gazetted officers. In 1977, an Anti Corruption unit was set up to enquire specifically into complaints against gazetted officers. This unit was taken out of the jurisdiction of CID in 1991 and made independent as Anti Corruption Organisation.

Under the Criminal Investigation Department, Economic Intelligence and Investigation Wing was established in 1970. This wing would mainly look into cases of loss or pilferage of Government revenue. In 1991 a post of Additional Director General of Police was created to head the Economic Offences Wing and this too was separated from the CID.

In 1971 under the Investigation Department, Special Investigation Branch (Cooperative) was established to check matters relating to corruption prevailing in the Cooperative Sector. A similar branch was setup for the Agriculture Sector in 1972.

At present the following branches are under the administrative control of DG, CIDUP:-

  • Crime Branch
  • Women Assistance Cell
  • Narcotics Cell

Organisational Structure

In addition to its headquarters at Lucknow, CID has 10 field units each designated as a ‘Sector Office’.Each Sector is headed by an officer of the rank of an Addl. SP who is designated as the Sector Officer. The Sector officer in turn is assisted by adequate number of Dy.SPs and Inspectors who conduct inquiries and investigations. Each of these sector offices are supervised by an officer of the rank of SP who report to DG CID through IG/DIG. The following Organisational chart describes the structure of CID of UP Police in a graphic manner.

 investigations of important cases are entrusted to the CBCID by the Honorable courts, Government of UP, National Human Rights Commission and other important bodies. Some of the important referred cases are

  • Cases of highly technical nature
  • Important cases of crimes against women
  • Important cases registered under Narcotic Drugs and Psychotropic Substances Act.
  • cases of counterfeit coins and currency
  • financial crimes
  • important cases related to use of arms and explosives
  • Any serious crime which may have serious ramifications
