UP POLICE IS COMMITTED TO WOMEN SAFETY, RESPECT & EMPOWERMENT
The Women and Child Security Organization (WCSO) is a unique entity established by the Government of Uttar Pradesh on 18th, August 2020. Headed by an Additional Director General (ADG) ranked Police officer, WCSO operates independently with its own budget and has units in all 75 districts of the state. It strives to prevent and control crime related to women and children. It also provides a safe ecosystem which ensure the safety, security and respect of women and children.
WCSO comprises of two wings:
- Women Power Line (WPL) 1090: This is the state-of-the-art redressal call center dedicated to resolve cases of eve teasing and harassment against women.
- Mahila Samman Prakoshtha (MSP): This wing monitors crimes against women and children across various sections under law to ensure speedy justice.
WCSO is also the nodal agency for the Investigation Tracking System for Sexual Offenses (ITSSO), Mission Shakti Programme, Safe City Project, Acid Attack, Mahila Help Desk, JJ act and SJPU, POSH act, Track the Missing Child (Vatsalya) Portal, Anti Human Trafficking Unit, Transgender Cell, NCW, NCPCR, SCW, SCPCR and Women Crime.

WPL-1090 Call Center
Women Power Line-1090 (WPL-1090) is a state-of-the-art redressal call center dedicated to women across Uttar Pradesh and committed to provide quick and prompt responses to victims experiencing various forms of abuse including phone calls, social media harassment, stalking, and domestic violence.
The helpline also extends support to victims with suicidal tendencies through counselling sessions facilitated by experienced counsellors nominated by UNICEF. This initiative provides a safe platform for women to seek assistance without fear of social stigma or defamation.
The call center has a capacity of approximately 150 seats to handle the increasing volume of calls. On an average day, WPL1090 manages around 8,000 incoming calls and 10,000 outgoing calls, demonstrating its proactive and responsive communication efforts.
WPL-1090 contact center operates on a unique mechanism of counselling offenders. During the counselling process, a male police representative from WPL-1090 contacts the offender and instructs them to immediately cease or stop the harassment. This serves as a warning call to the offender before any strict action is taken by the police. Moreover, if the offender continues to harass the women victim after the initial counselling, the FFR Counselling method is used. This method involves counselling the offender's family, friends, and relatives to create social pressure on the offender. In case the offender continues to harass the victim despite FFR counselling, the case is escalated to the concerned police station for further action.
Each case registered at WPL-1090 is important to the department, and they handle each one with utmost seriousness. WPL-1090 gathers multiple feedback from the victim until she is satisfied with the action taken. Feedback is collected after every stage, and there is also a concept of final feedback, which is taken 30 days after the last feedback. If the final feedback is negative, the redressal process will start again.
Mission Shakti
The Mission Shakti program, launched in 2020 under the leadership of the Hon’ble Chief Minister of Uttar Pradesh, has had a remarkable effect on the community since its inception.
WCSO has conducted various offline and online programs to engage with the community. Through online programs using social media platforms, WCSO reached out to approx. 6.5 crore people. Similarly, through offline programs, WCSO reached out to approx. 7 crore people. Apart from this, different training programs were organized for police personnel, civilians, and students on women's safety and self-defence in which approximately 54,000 individuals were trained.
Under Mission Shakti Phase 5, started on 03th October 2024, WCSO through Mahila Beat Officers in fields resolved approx. 36 thousand complaints, visited approx. 1.71 lakhs Gram Panchayats and wards, distributed approx. 38.7 lakhs. awareness materials, broadcasted approx. 65 thousands short films, audio clips, and Nukkad Nataks, and conducting awareness programs at railway stations, bus stands, and other public places reaching approx. 73.54 lakhs people. Additionally, schools and colleges were visited, impacting approx. 2.03 Cr participants. Other significant actions by women beat personnel include providing assistance to approx. 2.17 Lakhs victim families, checking approx. 5.40 Lakhs history sheeters, and executing approx. 3 Lakhs court orders.
Safe City Project of MHA
WCSO is the nodal agency for the Lucknow Safe City Project, a collaboration between the Ministry of Women and Child Development and the Ministry of Home Affairs, aimed at ensuring the safety and empowerment of women in public spaces. The cities selected by MHA in Phase 1 of Safe City project are Mumbai, Bengaluru, Chennai, Hyderabad, Delhi, Lucknow, Ahmedabad and Kolkata. Currently, Lucknow Safe City ranks 1st among all the other selected cities. With a 60:40 cost-sharing ratio between the Government of India and the Government of Uttar Pradesh, the Safe City Project in Lucknow strives to create a secure environment, enabling women to pursue opportunities without fear of violence or harassment.
With a population of over 15 lakhs women in Lucknow, the project addresses the specific safety concerns faced by women in the region. The allocated budget of Rs. 194.44 crore supports the implementation of comprehensive measures to ensure women's safety.
The key components of the Lucknow Safe City Project are as follows:
- Strengthening the infrastructure and functionality of the WPL1090 call center.
- Procuring Pink Scooties and Pink SUVs.
- Constructing Pink Booths.
- Establishing Asha Jyoti Kendra.
- Construction of Pink Toilets.
- Installing streetlights.
- Installing CCTV cameras in 165 buses.
- Integrated Smart Control Room with over 1,000 CCTV cameras.
Investigation Tracking System for Sexual Offenses (ITSSO)
WCSO is the nodal agency responsible for monitoring cases under section IPC 376, 64 BNS and POCSO 4/6 via the ITSSO portal. The ITSSO portal was launched by the MHA on April 21, 2018. The main objective of the ITSSO portal is to monitor in real time the cases completing investigation within two months.
As a result of regular monitoring of cases on ITSSO portal by WCSO, Uttar Pradesh currently holds the top position in Disposal rate (98.80%), Pendency rate (0.20%), and Compliance rate (79.8%) among all states in India. (As per last recorded data of April 2024)
To create a safe, secure, and empowering environment for citizens in public places and to enable them to pursue all opportunities without threat and harassment, the Hon’ble Chief Minister of Uttar Pradesh has envisioned the implementation of the Safe City Project in 17 municipal councils and Gautam Buddha Nagar.
15 departments such as Urban Development, Transport Department, Women and Child Development, Information Department, PWD, Higher/ Secondary/ Basic Education Department etc. have joined hands to implement various schemes and raise awareness in society regarding women’s safety and empowerment.
With assistance of educational institutions numerous students trained in safety practices. Significant infrastructure and technology improvements, such as CCTV installations and integration have been made to enhance urban safety.
Good Samaritans have been acknowledged and certified for their exemplary work done. Social media campaign has successfully raised awareness and engagement on safety issues, demonstrating considerable impact and outreach.
Efforts to ensure safety in public and government buildings include installing ramps and other accessibility measures.
Enhanced public transport security by installing and integrating GPS and panic button systems in public buses and ride services like Ola, Uber, and other taxis. These measures enable real-time tracking and quick emergency response, ensuring constant monitoring and immediate assistance when needed.
