The nucleus of the United Provinces Police Intelligence System was a "Special Branch" which on its creation in 1888 acted under the control of a Suptd. of Police with the designation of Assistant Inspector General communicating directly with the Government as a Bureau for the collection of purely political intelligence. In 1906 the need for a similar organisation to deal with criminal matters was felt and the Crime Branch, a Finger print Bureau and a Criminal Tribes Branch were created and placed under the control of another Suptd. of Police and added to the Special and News Paper Branch to form the existing-

Criminal Investigation Department- The organisation functioned under the control of a Deputy Inspector General of Police, who was in charge of Railway Police administration. In 1918 the Deputy Inspector General of Police in charge of the department was relieved of his Railway Police duties and in 1921 the News Paper Branch was restored to the secretariat. In 1958, C.I.D. was bifurcated into Intelligence Department and Investigation Department and the latter was named as Criminal Investigation Department.

The following branches were put under the C.I.D.

• Investigation Branch (Crime Branch)
• State Crime Investigation Bureau
• Finger Print Bureau
• Scientific Section

Prior to 1962 in UP there was a complaint scheme and its main work was to enquire into corruption cases against gazetted Officers by Superintendent of Police. In 1962, in this scheme, Inspectors of Police were also authorized to investigate the corruption charges against gazetted officers. In 1977, an Anti Corruption unit was set up to enquire into complaints against gazetted officers which was taken out of the jurisdiction of CID in 1991 and was set up as an independent unit.

Under the Criminal Investigation Department, Economic Intelligence and Investigation Wing was established in 1970. This wing mainly deals with the cases of loss or pilferage of Government revenue. In 1991 a post of Additional Director General of Police was created to head the Economic Offences Wing.

In 1971 under the Investigation Department, Special Investigation Branch (Cooperative) was established to check matters relating to corruption prevailing in the Cooperative Sector. A similar branch was setup for the Agriculture Sector in 1972. Presently SIB (Cooperative) is functioning under the control of an Additional Director General of Police and SIB (Agriculture) has been abolished since 2003.

At present the following branches are under the administrative control of DG, CID, UP:-

• Crime Branch
• SIB Cooperative
• Women Assistance Cell
• Narcotics Cell

Organisational Structure

In addition to its headquarters at Lucknow , CID has 10 field units each one designated as ‘Sector Office’. These are located at

Each Sector is headed by an officer of the rank of an Addl. SP who in turn is assisted by adequate number of Dy.SPs/ Inspectors who conduct inquiries and investigations. Each of these sector offices are supervised by an officer of the rank of SP who report to DG CID through IG/DIG. • Cases of highly technical nature
• Important cases of kidnapping or crimes against women
• Any serious crime which appears to have far reaching ramifications
• Important cases registered under Narcotic Drugs and Psychotropic Substances Act.
• Professional poisoning
• Manufacturing of counterfeit coins and currency
• The promoting of bogus companies
• Important theft of Government arms and ammunitions
