Establishment of Uttar Pradesh Anti-Terror Squad

As a result of terrorist incidents in the year 2007 bomb blasts in Lucknow, Faizabad and Varanasi districts of Uttar Pradesh, “Anti-Terror Squad” was formed vide Government's order number: 4964/ छः-पु.-1-07-1300(34)/ 2002, dated- 26.11.2007 to deal with terrorist activities in Uttar Pradesh. The Anti-Terror Squad in Uttar Pradesh has been operational since 2007 as a specialized unit of the Uttar Pradesh Police. For the time being it’s headquarter had been established at-1,Vineet Khand Gomti Nagar Lucknow, on 19th Nov. 2016, the headquarter had been shifted in its newly constructed building at Amausi Railway Station Road, Anaura, Lucknow, Uttar Pradesh – 226008.

In Anti-Terror Squad of Uttar Pradesh,there are 11 Operation teams, P.F.I / South Terror, SIMI / I.M., Kashmir & Pak Terror, Naxal, F.I.C.N, Bangla-Myanmar, Al-Qaeda, Khalistan, C.E.G / I.S.I. and De-radicalization and 15 field units are working in the districts of Lucknow, Kanpur, Jhansi, Prayagraj, Varanasi, Ayodhya, Aligarh, Agra, Bareilly, Moradabad, Saharanpur, Meerut, Noida, Gorakhpur and Azamgarh respectively, is always ready for discharging important roles. In order to provide accurate and significant support to the operation teams and field units, other specialised units are working In the Surveillance Cell, Expert Cell, Media Cell and Control Room.

Because of the wide border of the state and the serious problem of Terrorism / Naxalism, Special Police Operations Team (SPOT) has been formed under the Anti -Terror Squad vide order number: 02/ 2017/ 1143/ 6-पु.-1-17-160/ 2016 dated: 10.10.2017, which was formed with 4 teams to execute operations on defamed criminals having special training and ultramodern technologies. Its headquarters have been marked in Lucknow, Ghaziabad, Varanasi and Gorakhpur respectively. Out of which 3 teams are currently working in Lucknow, Ghaziabad and Ayodhya.

Objectives, Powers and Responsibilities of Anti-Terror Squad-

Vide above order number, the following objectives and responsibilities have been determined for Uttar Pradesh Anti-Terror Squad -

  1. For security purpose, identifying sensitive places and developing contact points, where anti-national elements can make a place to hide/stay.
  2. Collection and analysis of notifications. To establish coordination with other state units and central agencies etc.
  3. To take action and perform the follow-up operations on any notification received related to presence/activity of any terrorist group in the state. To ensure and take action against those who provide shelter to such terrorist groups.
  4. Monitoring the activities of organized terrorist elements who have contact with foreign intelligence agencies.
  5. To take stringent and effective legal action against the mafia elements, agents, terrorists and any anti-national activities, which deal with smuggling of fake money, automatic fire weapons, money laundering, explosive substances, making it ineffective and helping other police units in taking actions in such cases.
  6. Monitoring the information received in constant contact with the information department of the state and taking action on the receipt of any specific information.
  7. Analysis of important terrorist incidents and analysis and compilation of prevalent prosecution.

As per Government Order Number: 02/ 2017/ 1143/ 6-पु.-1-17-160/ 2016 Date: - 10.10.2017 Uttar Pradesh Anti-Terror Squad has been given the following powers-
The Anti-Terrorism Squad will be able to obtain notifications and other details from any department, branch or unit of the Government of Uttar Pradesh and the area of ​​work of this squad will be in the whole of Uttar Pradesh. The Headquarters of the Anti-Terrorism Squad will get all the rights of the police station for the proper execution of their functions and will be able to register the case against any such person mentioned above and take their own investigation and complete it according to the provisions of the Code of Criminal Procedure in any police station situated in their jurisdiction.
Analyzing the relevant information received from various sources through software developed specifically for such tasks and review terrorist incidents, activities and information in the country and abroad. Apart from this, intercepts and analyze the information by suspects through internet etc. For all these tasks, the Anti-Terror Cell may require specific types of super-speciality experts from time to time, who have also been allowed to be appointed on contractual basis.
